The USU Faculty of Engineering team conducted a community service program to design the spatial layout of the slum area in Kampung Nelayan Seberang, Deli Serdang. This program aims to improve residents’ quality of life through better infrastructure, sanitation, and a more organized, livable settlement design.

The Community Service (PkM) program was carried out by a team of lecturers from the Faculty of Engineering, Universitas Sumatera Utara (USU) consisting of Firman Eddy, S.T., M.T., Wahyu Abdillah, S.T., M.T., and Ir. Novrial, M.Eng., under the theme “Design Draft for Slum Area Arrangement in Environment XII, Kampung Nelayan Seberang, Hamparan Perak District, Deli Serdang Regency.”

 

The residential area of Kampung Nelayan Seberang has a population density that does not comply with spatial planning regulations due to its high population and irregular building conditions. The physical layout of the area shows that the buildings vary significantly in shape and size, lack Building Boundary Lines (GBL), and have differing heights and elevations.

The assessment of the slum area revealed that the main problems include inadequate infrastructure, poor sanitation, and high population density. These issues contribute to unhealthy living conditions and increase both social and environmental risks. Therefore, the objective of this planning and design project is to improve the residents’ quality of life, reduce health risks, and create a more livable environment. The plan involves upgrading basic infrastructure such as roads, providing sanitation facilities, and enhancing green open spaces.

Through this community service program, the team developed a settlement improvement plan in the form of detailed design drawings and a Budget Plan, while also providing consultation on strategies to enhance the quality of life in the area. The outcomes of this activity are expected to support economic growth and the overall welfare of Kampung Nelayan Seberang residents.

With the availability of these design documents and project guidelines as a reference for slum area restructuring, the community is expected to experience tangible benefits in realizing a more organized, livable, and humane residential environment.
